- The list of agricultural products must have an official agency introducing registration (Point 1 Notice 219): based on international standards on plant quarantine measures (ISPM) and results of quarantine risk analysis, GACC determines and announces the List of imported agricultural products that must have an official foreign agency introducing registration, look up at dzs.customs.gov.cn. Notice 219 itself does not state the number of products.
- Quantity of products according to Official Dispatch 99/SPS-BNNMT: Official dispatch lists a list of 2,589 products belonging to 20 groups (aquaculture, fresh fruit, fresh vegetables, spices, medicinal herbs, coffee, nuts, seedlings, cereals, tobacco leaves, animal feed, products of animal origin...). This number has not been verified on the original GACC Catalog; USDA GAIN report CH2025-0219 (referenced source) describes the List divided into 18 groups. Businesses should look directly on the GACC portal.
- Responsibilities of the importer (Point 1): ensure that agricultural products on the List imported from foreign enterprises have normal registration status announced by customs.
- Registered business lookup channel (Point 2): list of foreign business quarantine registrations on dzs.customs.gov.cn, or animal and plant quarantine information lookup function on the online.customs.gov.cn platform.
- Declare license code 302 (Point 3): When declaring the import of agricultural products under the List, the importer records the Chinese registration number of the foreign enterprise in the certificate box "Registration of foreign enterprise producing, processing, preserving animals and plants and imported products" (license type code 302), under the "Product status" section on the customs declaration or manifest.
- Declaration of many items (Point 3): each item separately declares the Chinese registration number of the corresponding enterprise.
- SPS Office's proposal (Official Dispatch 99/SPS-BNNMT): Specialized Departments under the Ministry of Agriculture and Environment, Ministry of Industry and Trade (Department of Import and Export), Ministry of Health (Department of Food Safety) provide specific instructions for businesses according to each product group; Feedback to the SPS Office to discuss with GACC.

What do export businesses need to do?
- Check whether your item belongs to the List or not by looking directly on the GACC portal (Point 1).
- If it belongs to the List, contact the specialized Department in charge of the product for instructions on registration procedures (as requested in Official Dispatch 99/SPS-BNNMT). Notice 219 requires importers to only import goods on the List from businesses with normal registration status.
- After having the registration number in China, send it to the importer so they can fill in the license code box 302; lots of multiple items, declare each item separately (Point 3).
- Check your business's registration status on the channels mentioned in Point 2.
- Follow further instructions from specialized Departments.
